Director, Tariff Services - Halvor Sannćs
Halvor joined Teligen in 1990 having previously worked for Norwegian incumbent Telenor. He is a sought-after consultant with unrivalled experience in the areas of telecom pricing, tariff rebalancing, price comparisons and cost evaluations. At Telenor Halvor was responsible for providing network solutions to customers with an emphasis on technical feasibility and cost assessment. Since joining Teligen, Halvor has employed his analytical and methodological skills to provide solid strategic and analytical consulting services. His recent projects include analysing and benchmarking access service pricing across a range of countries, conducting several price development studies for the European Commission (EC), creating pricing tools for new entrant operators and developing new pricing baskets on behalf of the OECD, as well as conducting numerous tariff restructuring and benchmarking exercises. Halvor is also responsible for the development of Teligen's range of software tools for tariff analysis and tariff databases. Halvor lives and works in Norway.
Associate Director, Tariff Services - Bernadette Finn
Bernadette joined Teligen in March 1993 and now heads up our tariff research operation. In her career here she has developed an in-depth knowledge of national and international telecom tariffs for a wide range of fixed and mobile services. She has worked closely with many of Teligen's high-level clients, providing in-depth analysis, managing projects and offering client support. She is highly familiar with a number of detailed analysis techniques and comparison methodologies. She has conducted tariff and pricing workshops on fixed and mobile services at seminars in Europe and Asia. Prior to joining Teligen Bernadette worked at Frost & Sullivan in London, specialising in IT and data communications.
Senior Consultant - Jóhanna Helgadóttir
Jóhanna joined Teligen in 2001, initially working on market research projects and competitor analysis; she is a skilled analyst and project manager. At Teligen, Jóhanna has managed and worked on projects for the UK regulator OFCOM. She has also worked on and managed studies covering Internet access and other services, for customers such as the European Commission.
Jóhanna has been managing a large mobile services project that monitors the UK mobile market as well as working on bespoke client projects.
A graduate of the University of Iceland in 1997, Jóhanna obtained an MA in European Integration from the University of Essex. She worked at Cambridge Management Consulting leading systems and process improvements projects, and undertaking market and company analysis. She later worked at Morgan Stanley Dean Witter in equity research and National Australia Life in process analysis and process improvement implementation. Jóhanna speaks English, German and French as well as the Scandinavian group of languages.
Consultant - Nacera Touileb
Nacera joined Harris Interactive in April 2000 as a French interviewer and interview monitor. She joined the Teligen tariff team in May 2004. Nacera obtained a law degree from the University of Algiers in 1996 and a final degree as a solicitor in 1997. She contributes to the monthly production of T-World, focusing on the French and Arabic speaking markets. Nacera has been involved in some of the larger projects, such as the recent update of the European Commission Tariff Trends project. She works on a project for a major European Incumbent operator, researching pricing for PTSN and leased lines services. As well as keeping the client up to date with recent tariff changes. Nacera also works maintaining the OECD price performance baskets; T-Basket. Nacera speaks English, French and Arabic.
Tariff Analyst – Angela Toal
Angela joined Teligen in May 2007. She graduated with a degree in Politics
from Warwick University in 1995 and started working in a criminal intelligence
analysis role at the Home Office. She later joined the International Grains
Council as a statistical analyst, followed by a market intelligence role at
Thames Water. At Teligen she is currently focusing on key African markets for
the monthly updating of T-World and she contributes to a daily mobile project
monitoring the UK mobile market.
Tariff Analyst – Catherine Arteaga
Catherine graduated from Santiago de Cali University, Colombia, in Finance and International Business. She joined Harris Interactive in September 2004 as a Spanish interviewer and later became an interview monitor. Her responsibilities also included training of new interviewers. In 2006 Catherine joined the Teligen team where she contributes to the daily updating of a UK mobile market project and the research for the monthly updating of T-World Cellular, focusing on the Spanish, Portuguese, Italian, UK and South African fixed and mobile markets.
