T-Basket - The Art Of Telecom Price Benchmarking

T-Basket offers a unique insight into the price relationships between telecom services in OECD (Organisation for Economic Co-operation and Development) member countries. It uses basket methodologies that are OECD-based and OECD-authorised, but takes pricing information from the Teligen Master Tariff Database. It forms the basis of the official OECD price performance statistics.

Released quarterly on CD-ROM, this spreadsheet-based product enables you to compare the cost of different services and telecom operators, despite the differences in their underlying tariff structures. The basket methodology overcomes the difficulty of comparing operators who use for example, different distances for leased line (private line) services or different time bands for PSTN charges. It provides a benchmark of carriers from the lowest to the highest cost. The services covered in T-Basket are national and international PSTN and leased lines, and national digital mobile services. The benchmarks are based on usage profiles defined by the OECD and Teligen, based on research carried out across the OECD country group. Users can also enter their own tariffs and usage profiles to carry out scenario analysis.

Why Use T-Basket?

Telecommunications users, carriers and regulators have traditionally found it difficult to compare tariffs across different markets or services. Different tariff structures, for different customers with different traffic patterns mean that the cheapest or most expensive options are difficult to identify and benchmark. T-Basket offers a solution to this, with its comprehensive methodology and up to date tariff information it allows you to get an immediate and detailed view of the effects of the different tariff schemes applied in the OECD countries.

T-Basket shows you numerically and graphically whether an operator's prices are in line with those in the most competitive markets, the most industrialised markets, and those in close geographical or geopolitical proximity. The results from the basket calculations are the annual cost of a hypothetical user, creating an index that allows benchmarking across differences of tariff structures and exchange rates, and can be used for analysis of changes over time.

A Solution To Wireless Price Benchmarking

Reviews of the structure and methodologies of the baskets are conducted every 3 or 4 years, in order to ensure that the benchmarks are in line with market developments over time. The most recent review undertaken by the OECD and Teligen was concerning the methodologies for the OECD mobile baskets. Various enhancements were made to the existing mobile basket in terms of coverage and methodology. As with all of the baskets various hypothetical usage profiles are examined, and results are displayed both numerically and graphically.

The OECD basket methodologies have been developed over the last 15 years through research into market trends and usage patterns in the 30 OECD member countries. Teligen are exclusively responsible for maintaining the baskets, and for providing timely updates using accurate tariff information collected in-house. Teligen has produced T-Basket since 1995 on behalf of the OECD, and it is the only basket product to have their endorsement. T-Basket forms the basis of the official OECD price performance statistics. Teligen is also responsible for the development of the methodology as has added a number of new baskets with the OECD's approval.
